Double Clicking Mtext Fails to Launch Editor : Can’t Rotate Mtext

issue:
1) Cannot access the Mtext Editor by double clicking on the Mtext object.
2) Also cannot rotate mext by using the normal rotate command.

Scope:
single computer

Resolution:
1) MTEXTED = INTERNAL and DBLCLKEDIT = ON
2) Match Orientation to Layout unchecked
